They're both. The Combine take living creatures and modify them for their own purposes.

Yea, synths are essentialy living robots, they have organic material and robotic parts, the hunter appears to be one that the main body is mostly oragnic, unlike many syths such as the Strider, and the Hunter-Chopper.
